New Delhi: In a sensational blunt statement, Modi Government’s AYUSH Ministry has said that as per government policy, it does not recruit Muslims. This unbelievable truth came out in a reply to an RTI (Right to Information) query about the Muslim teachers and trainers recruited by the AYUSH  Ministry for foreign assignments during the World Yoga Day last year. AYUSH is the abbreviation of Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homeopathy.

This is exposed in an exclusive report by the well-known investigative journalist Pushp Sharma which will appear in the next issue of The Milli Gazette. The investigative journalist filed one RTI application after another until the ministry finally accepted that it had recruited no Muslim as a trainer/teacher of Yoga for foreign assignments during the World Yoga Day 2015.

The ministry said, a total of 711 Muslim yoga trainers had applied for the short-term assignment abroad but none was even called for an interview while 26 trainers (all Hindus) were sent abroad on this assignment.

The reply also revealed that 3841 Muslim candidates applied till October 2015 for the post of Yoga trainer/teacher with the Ministry but none was selected.

The RTI reply of the Ayush Ministry bluntly revealed the reason for the rejection of all applications by Muslim Yoga teachers as follow: “As per government policy – No Muslim candidate was invited, selected or sent abroad.” The reply also makes it clear that even for assignment within India no Muslim was selected, although a total of 3841 Muslims had applied for the yoga teacher jobs.

Commenting on this sad situation under a government which does not tire raising the slogan of “sabka sath, sabka vikas,” Pushp Sharma writes, “It is common knowledge that the ongoing communal agenda of the Modi government is responsible for raising the level of communal hatred in the country to an unprecedented high level even in government corridors though it is difficult to prove it. Here we have, for the first time in the life of this government, a written, blunt RTI reply in our hands which unashamedly says that it’s Modi government policy not to recruit Muslims in government jobs. This admission was received in reply to an RTI. The reply makes it clear that a total number of 3841 Muslims applied for Yoga trainer/teacher jobs in the Ayush ministry, including 711 Muslims who applied for short-term jobs as Yoga teachers/trainers in foreign countries but none was selected. The reason: it’s government policy not to recruit Muslims!This reply obviously concerns a certain scheme in a small ministry. It is common knowledge that the ongoing communal agenda of the Modi government is responsible for raising the level of communal hatred in the country to an unprecedented high level even in government corridors though it is difficult to prove. We filed an RTI at the Ayush Ministry asking:

* Please provide the details, how many (total numbers) Muslim candidates had applied for short-term abroad assignment (Trainer/Teacher) during World Yoga Day 2015?

* How many Muslims applied for the post of Yoga Trainer / Teacher so far?

The written answer from the Ayush Ministry dated 8 October, 2015 is blunt and clear:

* As per government policy: no Muslim candidate was invited, selected or sent abroad.

* A total of 711 Muslim candidates applied for short-term abroad assignment (trainer/teacher) during World Yog Day 2015.

* A total 3841 Muslim candidates applied till date (for the post of Yoga Trainer / Teacher)

* Selected candidates: Nil.

This not only exposes the Modi government’s communal agenda but may be considered the first such reply by any government in independent India that as per policy, Muslims are excluded from recruitment.

یہ معلومات حاصل کرنے کے لئے صحافی پشپ شرما نے یکے بعد دیگرے متعدد آرٹیآئی درخواستیں وزارت آیوش میں داخل کیں۔ باالآخر وزارت آیوش نے اس بات کوقبول کیا کہ اس نے کسی مسلمان کو عالمی یوگا ڈے ۲۰۱۵کے لئے بحیثیت یوگاٹیچر؍ٹرینر ریکروٹ نہیں کیا ہے۔وزارت آیوش نے اپنے جواب میں بتایا کہ اسپوسٹ کے لئے ۷۱۱مسلمانوں نے درخواست دی تھی لیکن کسی کو نہ انٹرویو کے لئےبلایا گیا اور نہ ہی کسی کو ریکروٹ کیا گیا،جبکہ ۲۶ (تمام ہندو) یوگاٹیچروں کو ملک کے باہر مذکورہ اسائنمنٹ کے لئے بھیجا گیا۔مذکورہ جواب میںوزارت آیوش نے یہ بھی بتایا کہ یوگا ٹیچر؍ٹرینر کی اسامیوں کے لئے اکتوبر۲۰۱۵تک ۳۸۴۱مسلمانوں نے درخواستیں دیں لیکن کسی مسلمان کا انتخاب نہیںہوا۔

آرٹی آئی درخواست کے جواب میں وزارت آیوش نے مسلمانوں کو ریکروٹ نہ کرنےکا سبب بتاتے ہوئے کہا ہے: ’’گورنمنٹ کی پالیسی کے مطابق کسی مسلمان کو نہبلایا گیا، نہ سیلیکٹ کیا گیا اور نہ ہی باہر بھیجا گیا‘‘۔وزارت آیوش کےجواب سے یہ بھی واضح ہواکہ ملک کے اندر بھی کسی مسلمان کو یوگا ٹیچر؍ٹرینرکے لئے منتخب نہیں کیا گیا حالانکہ اس کے لئے ۳۸۴۱مسلمانوں نے درخواستیںدی تھیں۔

اس صورت حال پر تبصرہ کرتے ہوئے پشپ شرما نے اپنی رپورٹ میں لکھا ہے: ’’یہ بات ہر خاص وعام کے علم میں ہے کہ مودی سرکار کی پالیسیوں کی وجہ سےملک میں فرقہ وارانہ نفرت غیر معمولی حد تک بڑھ چکی ہے حالانکہ اس بات کو ثابت کرنا بہت مشکل ہے۔ یہاں ، موجودہ حکومت کی تاریخ میں پہلی بار ہو رہا ہے کہ اس کی ایک وزارت ایک آرٹی آئی کے جواب میں بڑی بے شرمی کے ساتھ لکھ کر بتارہی ہے کہ اس نے ایک متعینہ پوسٹ کے لئے کسی مسلمان کو ریکروٹ نہیں کیا۔ یہ جواب ہم کو آرٹی آئی کے ایک جواب میں ملا۔ اس جواب میں وضاحت سے بتایاگیا ہے کہ ۳۸۴۱مسلمانوں نے یوگا ٹرینر ؍ٹیچر کی اسامیوں کے لئےدرخواست دی، ان میں ۷۱۱مسلمان بھی شامل ہیں جنہوں نے باہر جاکر یوگا کیتعلیم دینے کے لئے درخواست دی لیکن ان میں سے کسی کا انتخاب نہیں ہوا۔اور وجہ ہمیں یہ بتائی گئی ہے کہ یہ حکومت کی پالیسی کے مطابق ہوا ہے کیونکہ حکومت مسلمانوں کو ریکروٹ نہیں کرنا چاہتی۔ یقینی طور سے یہ جواب ایک چھوٹی سی وزارت میں ایک متعینہ اسکیم کے بارے میں تھا لیکن آپ خود سوچ سکتے ہیں کہ اس پالیسی کے بڑے اثرات پوری حکومت میں کسی طرح مرتب ہورہے ہوں گے۔‘‘
